Renovation and Modernization of the Control System for Repsol's La Pampilla Loading Terminal

Repsol La Pampilla, located in Lima (Peru), is one of the main refineries in Latin America. It was the first to implement an automated fuel loading system installed by Montrel nearly three decades ago.

Every day, about 350 trucks operate across ten loading islands. They dispatch different fuels — from commercial gasoline to specialized diesel for mining.

The growing demand and Repsol’s pursuit of higher safety and technology standards led to a modernization of the fuel loading and unloading control systems.

For this project, Repsol once again relied on Montrel as its strategic partner.

OUR WORK

This project has been developed around three strategic pillars:

Firstly, the hardware across the ten loading islands was upgraded, including the installation of touch-screen terminals for load control and safety systems in line with Repsol Peru’s high standards for operational safety and environmental protection.

Secondly, the entire administrative system was renewed, transitioning to a multi-user web environment to enhance operational efficiency.

Additionally, based on the Purdue model, a three-layer separation was established between IT and OT systems. This structure has enabled communication interfaces between SAP and the loading terminal system, ensuring compatibility with current cybersecurity requirements.

ADDED VALUE

The modernization of the control system has significantly improved average fuel loading times, reducing truck dwell time within the facility. As a result, the refinery can now dispatch a higher number of trucks per day, improving both the quantity and quality of the service provided by La Pampilla Refinery.

Moreover, aligned with Repsol’s ongoing commitment to enhancing operational safety, permissive control systems have been installed to make operations considerably safer.
